Pertinent Federal regulations include 40CFR60, Appendix B and F, 40CFR75,
Appendix A, B, and E (Acid Rain), as well as the Boiler and Industrial
furnace rules, and others. In many cases, states have their own requirements for
CEMS certification as well. Conducting a relative accuracy test audit (RATA) is
required under any of the rules as well as an initial 7 day drift test. Selected
regulations such as the acid rain programs (Part 75) require additional tests
such as cycle response time, linearity and bias tests. Continuous
opacity monitoring systems (COMS) also require initial and periodic tests
including optical alignment, optical density filter checks, dust accumulation
tests and clear stack tests.

Predictive Emissions Monitoring Systems (PEMS)
In addition, STACS develops Predictive Emissions Monitoring System (PEMS) curves
for a variety of pollutants for qualifying facilities. PEMS avoid the high
capital and maintenance costs of CEMS. PEMS systems are generally required to be
re-certified after a period of five years or after a given number of operating
hours.
