STACS has conducted State Air Permit compliance testing, Federal NSPS
and NESHAP compliance testing for nearly every industry in almost every
state in the US as well as Puerto Rico. We understand the permitting process and
why certain tests are required and the meaning of the emissions limits. STACS
long term experience and intimate knowledge of EPA Test Methods allow us to
tailor an efficient and productive test program to meet your regulatory needs.
We track regulatory developments as they pertain to emissions test requirements
and can advise you on what you need to do, and sometimes what you don't need to
do. We can usually prepare a test protocol for submission to state or EPA
authorities within a week, and sometimes a few days, of client authorization.
While we consider our group to be cost effective due to our efficiency, we do
not cut corners in conducting tests. You should use caution in selecting test
companies simply on the basis of bottom line costs. Our rates are among the best
in the business for the quality of personnel and services we provide; however,
we do not go the "cheap" route when it comes to our customers. We
advise our clients on the best approach given the emission limits presented and
the achievable detection limits of the test method. For very low emission limits
or processes with low emission rates, we may advise you to run a particular test
for 3 or 4 hours instead of the 1 hour test that may be required by EPA.
While it may sound a lot easier and cheaper to just go with the 1 hour runs, you
may find that your detection limit is higher than your emissions standard or
that an otherwise trace contaminant has unjustly caused you to fail your test.
We calculate detection limits and compare them to applicable standards and to
expected concentrations to determine the most appropriate sampling time and
sampling volume. We also use only the highest purity grade solvents and
reagents (generally HPLC or instra-analyzed) for all of our testing and observe
good laboratory practices in handling samples and test equipment. We have never
had a blank problem in our history. We won't allow our clients to fail a test
because our reagents were contaminated. Make sure you are comparing
"apples to apples" when choosing an emissions test firm. The
costs of emissions testing is more than just the cost of the test, it can
include much more costly operation of the process and time of the facility
personnel. Re-testing is an option to be avoided.
STACS has also conducted compliance testing to demonstrate compliance
with local and/or World Bank standards internationally. Recent examples
include Colombia, Venezuela, Mexico, Brazil and Indonesia.
